East-West Parkway

July 2010: The South Shore Tri-Town Development Corporation awarded a design-build contract to Barletta Heavy Division, Inc. (BHD) of Canton, Massachusetts to construct the eastern segment of the first phase of the East-West Parkway (Station 109+00 to Weymouth Street). Site work commenced in October 2010.

January 2011: The Massachusetts Department of Transportation awarded a design-build contract to SPS New England, Inc. (SPS) of Salisbury, Massachusetts to construct the western segment of the first phase of the East-West Parkway (Hangar 1/Shea Memorial Drive to Station 109+00).

Project Updates

2010 – Q4

BHD site work activities included:

     - Installation of erosion and sedimentation controls, clearing & grubbing, rough grading, screening and stockpiling from
        Station 109+00 to Station 128+00 (eastern boundary of the former NAS South Weymouth).

    - Construction of eastern box turtle habitat management areas 5 and 6.

    - Installation of peat settlement platforms and all pre-load fill material on the east and west sides of Old Swamp River.

    - Site housekeeping and soil stabilization prior to winter conditions/shutdown.

2011 – Q1

BHD site work activities included:

    - Maintenance of the site and erosion controls.

    - Monitoring (survey) of pre-load settlement three times a week.


SPS site work activities included:

    - Site survey.

    - Test pits and soil borings.

2011 – Q2

BHD site work activities included:

    - Clearing, installing erosion and sedimentation controls, and rough grading for the off-Base (eastern) end of the project.

    - Installation of drainage structures/features between wetlands K and L.

    - Commenced installation of wetland K and L bridges.


SPS site work activities included:

    - Installation of erosion and sedimentation controls.

    - Initial site preparation – loam stripping/stockpiling, pavement reclamation.

2011 – Q2

BHD site work activities included:

    - Clearing, installing erosion and sedimentation controls, and rough grading for the off-Base (eastern) end of the project.

    - Installation of drainage structures/features between wetlands K and L.

    - Commenced installation of wetland K and L bridges.


SPS site work activities included:

    - Installation of erosion and sedimentation controls.

    - Initial site preparation – loam stripping/stockpiling, pavement reclamation.

2011 – Q3

BHD site work activities included:

    - Commenced construction of the Old Swamp River bridge – abutments completed.

    - Completed abutments at Wetland K and Wetland L bridges.

    - Installation of all drainage structures and pipe between Wetland L and the existing detention basin in Rockland.

    - Installation of gravel borrow for roadway sub-grade and sub-base between Wetland K and 200-feet west of Weymouth Street.

    - Commenced installation of north and south mechanically stabilized earth (MSE) walls between the Old Swamp River bridge
       and Wetland K.


SPS site work activities included:

    - Preparations for abatement of Hangar 1 – utility cut & caps, temporary fencing, etc.

2011 – Q4

BHD site work activities included:

    - Removed northern sections of the four existing culverts at Old Swamp River. Commenced stream channel
       improvements and installation of gravel slopes.

    - Continued construction of MSE walls. Completed installation and backfilling at the south MSE wall
       between Old Swamp River and Wetland K.

    - Paved HMA base and binder between Wetland K and Wetland L and from Wetland L to Station 140+00.
      Paved HMA base and binder between Station 113+00 and Station 117+00.

    - Set box beams at all three bridges. Formwork and reinforcement of bridge decks substantially completed.

    - Commenced installation of light pole bases, hand holes and conduit.

    - Commenced installation of the permanent wildlife barrier fence.

SPS site work activities included:

    - Abatement of asbestos-containing materials within Hangar 1.
