Explain the arrangement between the South Shore Tri-Town Development Corporation and LNR Property Corp. Why did the Corporation choose this arrangement, and why LNR?

The Corporation's Board of Directors decided to adopt the pubic / private team approach based on success stories at other closed military bases around the country. There are several advantages to working with a Master Developer. While enabling us to preserve local community control, LNR brings experience and financial strength to the project. They will provide funds for infrastructure improvement that must precede development. They have experience redeveloping former military bases in accordance with the Base Realignment and Closure Act (BRAC), and a track record working both with the Navy and with Local Redevelopment Authorities. The choice followed a nationwide search and a Developer Inquiry Review process that attracted a number of candidate firms. An Exclusive Negotiating Agreement (ENA) has been executed with LNR and a Development and Disposition Agreement (DDA) has been executed between the parties. The Corporation is the municipal and permitting entity.

What about the three landfills on the site?

Status of Navy’s Environmental Cleanup
  • West Gate Landfill – Record of Decision, signed Sept. 07.  The selected remedy involves construction of a soil cap, long-term monitoring and institutional controls.

  • Rubble Disposal Area – Navy in first year of long-term monitoring.

  • Small Landfill – Design for capping-in-place is near completion.

What is the difference between open space and recreation land?

'Open space' is a general term used for land that may be wetlands, upland forest, active and passive recreation (like golf courses and recreation ballfields) . 'Recreation land' is usually a subset of open space. Open space is also a zoning type, where recreation is a type of land use.
