Zoning & Land Use By-Laws

The Reuse Plan, Zoning & Land Use By-Laws and the Regulatory Framework shall govern land development activities within the former Naval Air Station. The By-Laws establish objectives, policies and standards to promote the expeditious and orderly conversion and redevelopment of the Base for non-military purposes. The intent of the Zoning By-Laws is to promote the development in accordance with the Reuse Plan.

The Reuse Plan includes the development principles, a development program and a land use plan that together delineate the proposed land use. The Reuse Plan governs the interpretation of the Zoning By-Laws and Regulations.

The Zoning and Land Use By-Laws identify the various zoning districts and overlay districts, as well as the land uses and range of activities that will be permitted in each of the districts.

Land-Use Regulations (Regulatory Framework) provide additional substantive and procedural controls over the development of the Base including, detailed land use controls, procedures and standards for development plans, special permits and site plan review, sign standards, streetscape and landscape standards, parking and loading designs, building design guidelines, open space guidelines, affordable housing regulations, subdivision control standards, infrastructure standards, watershed and water resource protection standards, and procedures required to ensure full compliance with Massachusetts Wetland Protection Laws.

The Zoning By-Laws provides a blueprint for the redevelopment of the Base in accordance with The Village Center Plan. The Corporation will be responsible for conducting zoning reviews and issuing permits for the development in the central portion of the Base, while the Towns will continue to control permitting in perimeter open space buffer areas.
